400 Squid that got away

First and foremost this page is called "£400 squids that got away", because we have spent nearly £2000 by the end of the season on portable toilets, you might say to yourself so what! 

This whole document has been written based on conversations and email exchanges held directly with Harrow Council, We feel it is fair to add that any mistakes made are not intended as fake news but based on information interpreted from conversations. We were told we cannot have specific documents of information and allegedly even the contract with the pavilion renter is private (even though Harrow Council is run for you) therefore if we have anything wrong please tell us and we will correct any mistakes as soon as possible and 15 departments have discussed the implications and ramifications of the same.

It is not finished yet, our goal is to try to help the Council find out who does what and why with our pavilion.

Harrow Council has put in a planning application to ask themselves if they can change use of our parks pavilion to facilitate an uplift of their income by turning the pavilion into a nursery, but not an ordinary nursery for just another minority group, but a baby factory to circumvent the good intentions of the nursery legislation and allowing two short sessions a day. This translates into a number of problems  for the locals with little or no benefits.

We have been told there is no obligation on Harrow Council to consider community use, "it's about the money" claiming maybe that they need to pay the electric bill for the civic centre!

The Friends of Harrow Weald offered the same money as a nursery and use the building as a community hub, for community use, but weirdly we were told no again? One has to wonder why? This is initially covered in other tabs above but will be explored further in the coming days.  

Which means less facilities and more exclusion of the majority to the benefit of a few.

Local Problems created by this planning application

The first and biggest consideration is the creation of 4 new school runs per day five days a week, so the locals will suddenly find parking problems and an increase of traffic.

  • These nursery's often create a further sterile area around their business by placing extra fences saying it's the rules to keep the children safe, however the rules are children need space and facilities to be safe not a waiting room for 4 hours.
  • A private business minority will control a public building at the exclusion of the majority IE the locals.
  • The council presently benefit from the work of local volunteers who changed our grot box park into a used and wonderful space, if this was withdrawn because they are pushed out due to lack of facilities, the park and area would fall back into disrepair and return to a grot box, how will the nursery work then?
  • Re-introduct of drugs, drunks and inappropriate behaviour around children's areas, the park and the local area general. Which has started to reduced and in some areas completely resolved by The Friends, NO COST TO COUNCIL
  • Further deterioration of the local area .

The simple solution is not rocket science 

Community use of a Community Building is fair, right and uncomplicated you would think, or is it?

  • The Friends offered the same money but have been refused? why?
  • Community use brings convergence of different ideas and joins different sections of the community further.
  • The mental and psychical health of locals around parks in greatly improved when locals have access to parks and trees (Harrow Councils own Health officers).
  • The money we raised for toilets could have been used to further the park, instead of wasted.
  • There are plans to refurbish many areas of the park by the friends, plant fruits trees, increase the free classes already held in the park, enlist local schools and groups to care for sections of the park.
  • The few events we have held have been community spirited and only possible after many telephone calls and emails exchanges with Harrow Council the result was we all got a good result  when we worked together so why can't this continue between Harrow Council and The Friends

Council Staff, Councillors and the politically colour blind.

The problem is, we trust and like people, BUT do not hold the same level of faith for the Council as a whole due to a myriad of revolving parameters, when a simple decision needs to be made many departments have a stake.

We have found that nice individuals within the Council offer help and ideas to find a solution, but each time they have been thwarted by another department.

Updates:

The Council received monies from developers in a land deal and part of that deal was to relocate Kodak FC, which they did, but then Kodak decided to move and was placed in our Grounds which is nice, but they only use the pavilion a few times a year and pay a peppercorn rent of less that £5000 for the whole building. This relationship with the Council meant the exclusion of the public and Kodak FC a member of the Football federations respect campaign has no respect for follow humans and would not even let The Friends use the toilets for our events (they claimed they are broken, we offered to repair them as it's cheaper and better for everyone, then they said no we are in France, but we have pictures of them in the UK the same day they claimed to be in France as the reason we could not use the public toilets)  so the Council needs to offload the kodak FC responsibility.

Three further points raised by the update:

1. The Friends wasted almost halve the entire years rent Kodak FC they pay for the whole pavilion in renting toilets for our events (including the toilets the Friends rented for a local school to have sports day)

2. Normally decisions are screwed up by only two or maybe three competing departments in the Council (its the same in all Councils country wide bar maybe a few) but we have the added aspect of the developers money, and the football federations money going into and being spread between further Council departments.

The Friends of Harrow Weald Recreation Ground are a really nice mixed bunch of locals, who have adopted a positive attitude to our local park and try to support Harrow Council, who keeps bleating they have no money, So the friends simply get on with things that are needed, like litter picking, maintenance, tree planting, Entertaining and helping local groups in the park and helping where needed to keep OUR/YOUR space nice.

Harrow Council are only Guardians of the park for a period in time, we are longer term people who live around the park.

We watched Harrow Council let the park become a grot box, drug den, drunk hangout that nobody used, The Council calls our park an asset, but says we have no money to spend on it, we believe they are ours to be used and enjoyed.

Either way we both have an interest in the parks wellbeing, except the Council keep Bleating and keep saying no we've got no money, even when we don't ask for money, like a broken record, and we just trundle on. 

However we have got to a point that has created a massive opportunity to advance the park even further making it a better place for everyone to use.

Reclaiming the Grot Box

There are three toilet blocks on our small grounds which all are controlled by a minority of non locals at the exclusion of the majority - We think this is wrong .

  • Daily and regular littler picking and cleaning - Saves Harrow Council Money    
  • Maintaining hedges.
  • Planting trees.
  • Changing areas of the park that used to be used as a drug den and other not right activities near children's play area.
  • Ensuring the well being of the plant life.
  • Do all of the above again

Using the park as a park not a Grot box?

The friends have held a few small events that has benefited our area in a number of ways.

  • Locals have got to meet each other which has resulted in being able to know who's around us and whats going on.
  • Locals have created a number of public events which was enjoyed by many
  • Members have created smaller fund raising events and activities eaten and laughed together .

Sometimes life is tough, really really hard, we all deserve to be able to go somewhere to relax, enjoy or just get some peace and quiet. A Well kept local park is not only a great space for all to enjoy but also brings great health benefits in a myiad of different ways to a mountain of different people.

The Council needs to make money, this we understand, however they do not consider any other options that might be better

The Players:

This game seems to involve some Councillors, Council officers, Private companies and private individuals all interested in the pavilion, whats most noted here is that Harrow Council has refused to accept the same money from The locals in preference to money from other non locals, is this interesting?.

We have heard whispers that these nursery blocks have been installed in other local parks within Harrow already, we will cross reference this information and see how many names pop up on both sides.

We have contacted already a ton of people, what a waste of ours and their time has been just to make things right, fair and just.
